People Experiencing Homelessness Can Now Obtain Free Identification Cards

Governor Brown signed Assembly Bill 1733 into law. Under AB 1733, Californians experiencing homelessness, as defined further in the federal McKinney-Vento Homeless Assistance Act, are eligible to receive at no cost, a certified record of live birth or a state-issued photo identification card.

Consequently, as of January 1, 2016, a homeless person, child or youth will be able to get a free new or replacement California identification card from the Department of Motor Vehicles subject to several conditions. For California State Issued Photo Identification Cards, the process is as follows :

  • Non-profit agencies will submit DL-932 Order Forms to DMV/Materials Management.
  • DMV/Materials Management will send stock forms with a security code on each form to Non-profit agencies.  (Non-profit agencies must track the forms and keep records).
  • Non-profit agencies will verify homeless status based on definition by the McKinney Vento Act for each individual on the form.
  • Individuals will then go to local DMV in-person with the form.
    • If individual has never received ID or Driver’s License in California, he/she may need to bring other documentation that would be required for new CA ID card, such as legal presence, birth certificate and/or passport.  See DMV website for more details.
